Dark Blue Portfolio Layout
Step 1Open up a new document 800x800px, fill the background with #1c3753 and apply a pattern overlay. Create a new layer named 'main bg' and make a selection 550x800px, center it, and fill it with #2e5b8a.

Step 2
Make a new layer named 'banner bg' and make a selection 550x180px at the top of your 'main bg' layer, and fill with #eeeeee. Set your foreground colour to #2e5b8a. Make a new layer named 'brush1' and put a brush down on the right, make another layer named 'brush2' and put another brush down on the left and lower the opacity of this layer to 10%. Add some text.

Step 3
Now we are going to do the navigation links, make a new layer named 'links bg' and make a selection 550x30px under the banner, and fill with #1c3753. Add your text links in and make some corner pieces, 3px down, 6px across, #ffffff, in all the corners of each of the links.

Step 4
Create a new layer named 'content bg' and make a selection of 550x500px 10px down from the 'links bg' layer. Fill this layer with #1c3753, and apply a stroke.

Step 5
Make a new layer named 'footer' and select your 'main bg' layer and make a gradient from transparent to #1c3753 at the bottom (under the 'content bg' layer). Add some text, I used Tahoma, Bold, 11pt, None, #ffffff, layer's Blending Mode: Overlay.

Step 6
We are now just going to add some fill-in text, and add some small crosses around the layout, you can do this by making a cross with the Rectangular Marquee Tool and filling it with #ffffff, and then using the eraser tool with a soft brush and erase the ends (click once) to have that fade look.
