Step 1

Make a new document 400x400px, background layer #1e1e1e. make a new layer named 'main', on this layer make a circle in the middle, about 150x150px, fill with the colour #23588e. Apply the following blending options to your 'main' layer.












Step 2

Create a new layer named 'shine', select the layer 'main' and apply Select > Modify > Contract, 3 pixels. Using the gradient tool, make a gradient from #ffffff to transparent. Lower the opacity of this layer to 50%.




Step 3

We are now going to do another shine layer, duplicate the layer 'shine' and rename it (double click the title) to 'shine2', now Edit > Transform > Scale (Ctrl + T), now put the sides inwards, holding Alt + Shift together will bring it in nice and evenly. Lower the opacity of this layer to 30%.




Step 4

Make a new layer above the layer 'main' named 'clouds'. Select the layer 'main' and apply Filter > Render > Clouds, now apply Filter > Render > Difference Clouds. Set this layer's blend mode to Hard Light. Adjust the shine layer's Opacity levels to suit this new look.
