Step 1

Make a new document 400x100px, background layer #1e1e1e. Make some text in the colour of #23588e. Apply the following blending options to your text layer.







Step 2

Duplicated your text layer, and on your first text layer apply Filter > Blur > Motion Blur, angle 0, distance 39 pixels, depending on your font size. Lower the opacity to 54%.




Step 3

On your top text layer, apply Filter > Stylize > Wind, method: wind, direction: from the right.
